Loudoun County Home Improvement Program
Overview

Loudoun County has two programs whose primary purpose is to preserve and rehabilitate existing affordable housing. The Loudoun County Home Improvement Program (LCHIP) is available countywide to low- and moderate-income homeowners. The Eastern Loudoun Revitalization Program (LCHRP) is available to low- and moderate-income homeowners who live east of Route 15. The programs provide loans to renovate the primary residence of low-to-moderate income homeowners. The brochures and frequently asked questions about the programs are online:

 
How It Works

The homeowner, the county construction technician, and a contractor assess the renovation needs of the property. Loans are provided to low-to-moderate income homeowners and are awarded based on credit worthiness. LCHIP loans have a ten-year term and may be forgivable and/or interest free. LCHRP loans have a ten- or twenty-year term with a zero to four percent interest rate. Typical repairs and renovations include correcting code violations, addressing health and safety issues, and making the home more energy efficient.  Repairs may be made for plumbing, electrical, HVAC systems, and interior/exterior components. All work is performed by licensed, bonded and insured contractors. 

Program Process

To be eligible for LCHIP housing rehabilitation assistance, a family's income may not exceed 80 percent of the area median income.  To be eligible for LCHRP housing rehabilitation assistance, a family's income may not exceed 100 percent of the area median income.  The maximum allowable household income is determined by household size and total gross income.  Please refer to the income chart listed on the LCHIP flier and LCHRP flier (below) to determine your income eligibility.


How to Apply

To apply for assistance complete the Online Application. Please have all paperwork on the checklist available when completing the application. Once you have completed the application, please print a copy and sign it.  Submit the application online, then print and mail the signed application copy along with all supporting documentation requested on the application checklist to the address at the bottom of this page.
