Loudoun County Home Improvement Program
Overview

Loudoun County has a program whose primary purpose is to preserve and rehabilitate existing affordable housing. The Loudoun County Home Improvement Program (LCHIP) is available countywide to low- and moderate-income homeowners who want to rehabilitate their primary residences. The program provides funds through loans to renovate the primary residence of a low-to-moderate income homeowner.  Our brochure and frequently asked questions about the program are online:

 
How It Works

The homeowner, a county construction technician, and a contractor assess the renovation needs of the property. Loans are for low-to-moderate income residents and are awarded based on credit worthiness. The loans have a ten-year term and may be forgivable and/or interest free. Typical repairs and renovations include correcting code violations, addressing health and safety issues, and making the home more energy efficient.  Repairs also may be made to plumbing, electrical, HVAC systems, and interior/exterior components. All work is performed by licensed, bonded and insured contractors.

Program Process

To be eligible for housing rehabilitation assistance, a family's income may not exceed 80% of the area median income.  The maximum allowable household income is determined by household size and total gross income.  Please refer to the income chart listed on the LCHIP flyer and LCHRP flyer (below) to determine your income eligibility.


How to Apply

To apply for assistance complete the Online Application (below).  Please have all paperwork on the checklist available when completing the application.  The application does not  allow you to save and complete at a later time.  All information must be available and added at the time of application.  Once you have completed the application, please print a copy and sign it.  Submit the application online, then print and mail the signed application copy along with all supporting documentation requested on the application checklist to the address at the bottom of this page.
